London Borough of Islington - Resident Visitor and Discount Permit Terms & Conditions
To be eligible to purchase resident visitor permits you must live in Islington.
Visitor permits can only be purchased for the Controlled Parking Zone (CPZ) where the resident address is located.
Who can apply
You can apply for resident visitor permits if you are a resident of Islington who
- can provide evidence you live within an Islington Controlled Parking Zone (CPZ) as set out in these terms and conditions and;
- do not have three or more outstanding/unpaid penalty charge notices (PCNs) issued within Islington. We define an outstanding PCN as a PCN that has progressed beyond the point where representations can be considered.
Proof of residency
You will need to provide a copy of one of the documents below, which needs to include your name and the address of the property within the relevant CPZ for which you are applying.
- An energy, water, or council tax bill dated within the last three months
- HMRC statement dated within the last three months
- Driving licence issued to the applicant at the Islington address
- A current tenancy agreement signed by all relevant parties to the agreement, current lease agreement, solicitor's letter confirming purchase of property, or current mortgage agreement/statement dated within the last 12 months.
If you have not yet moved in, please provide a letter from your solicitor confirming completion date.
No other documents will be accepted as proof of residency. Please make sure any scanned copies are clear.
Eligibility for discount
You may apply for discounted visitor parking permits if you are
- Aged 60 years or over, or
- Receive Employment Support Allowance (ESA), Disability Living Allowance (DLA) or Personal Independence Payments (PIP)
A discount is available for the parking fee.
There is no discount applied to any fuel surcharges.
Proof of age
If you are applying for a discount because of your age you will need to provide one of the following:
- Driving licence
- Passport
- Birth certificate
- Government benefit award letter showing your age and issued within the last 12 months
- Older Person Freedom Pass
Proof of disability allowance
If you are applying for a discount because you receive a disability benefit you will need to provide a copy of your benefit award letter dated in the last 12 months for one of the following of the following:
- Employment Support Allowance
- Disability living allowance
- Personal Independence Payment
Applicants who do not provide adequate proof of residency at the address on the application will have their application for a RingGo permit rejected.
In the case of applications for a discount, applicants who fail to provide proof of age or benefit award will have their applications rejected.
Resident visitor permits will be authorised for 3 years after which time you will need to renew. We may ask applicants to resubmit proof when they renew every three years.
Islington may also request proof within the three year period and may carry out random eligibility checks. This is to make sure records are up to date.
Cost
Resident visitor parking sessions are available in 30 minute increments.
There is a parking fee per 30 minutes or part thereof.
A fuel surcharge will be added for all petrol and diesel vehicles.
The fuel surcharge band will depend on the CO2 emissions recorded for the vehicle at the DVLA. If no emissions are recorded the higher band will apply.
The total cost of resident visitor permit parking sessions will depend on the vehicle fuel type and CO2 emissions and the duration of the parking session.
A match day tariff applies during match/event day restricted times.
Where to park
Visitor permit parking sessions (e-vouchers) can only be purchased for the Controlled Parking Zone (CPZ) where you live, matching the address on the application.
Resident visitor permit parking sessions allow a qualifying vehicle to park in the following types of on-street parking bay in the CPZ and during the time period for
which the parking session was purchased:
- Resident permit holder only
- Permit holder only
- Shared use resident permit holder and pay by phone
- Shared use permit holder and pay by phone
A resident visitor parking session can be used in any permitted bay across the CPZ and we cannot guarantee that a parking space will be available in a particular street.
Restrictions
There is no entitlement to purchase resident visitor parking sessions for a CPZ you do not live in.
Resident visitor parking sessions are not valid for vehicles exceeding the maximum permitted size of 2.5 meters in height and 5 meters in length.
Resident visitor parking sessions are not valid in vehicles without valid road tax or an MOT (if one is required).
Resident visitor parking sessions cannot be used to park a caravan or trailer whether attached to or disconnected from a vehicle.
Some bays have different restrictions at different times of the day so check the parking sign before you park.
Resident visitor permits cannot be used in any other type of bay including bays for ‘pay by phone only’, disabled, business, doctor, or teacher bays.
Resident visitor permits do not allow parking in bays that have been suspended for any reason.
Resident visitor permits do not allow parking on red routes, in off-street council housing estate car parks or on private land.
The vehicle must be parked within the markings of a permitted bay.
A Penalty Charge Notice may be issued if a vehicle is parked in contravention of a restriction so please check signs and road markings when parking.
Advance bookings
Residents may book parking sessions up to two days prior to the date of the session.
Advance bookings can only be cancelled up to 4pm on the day before the session starts.
To cancel an advance booking you must contact Ringgo through the RingGo web chat or by emailing support@Ringgo.co.uk by 4pm on the day before the session starts and provide the parking session details you wish to cancel.
Once a cancellation has been requested the parking session can no longer be used. A PCN may be issued if the vehicle is parked without a valid parking session.
If the cancellation request is received by RingGo by 4pm on the day before the parking session was due to start then the cancelled parking session will be refunded.
Refunds will not be considered if the cancellation is not requested by 4pm on the day before the parking session starts.
Residents who pay for a parking session need to ensure that all the details of that session are correct before completing the booking. Changes are not possible once
payment has been taken. Errors in the parking session details may result in the visiting vehicle receiving a PCN. Refunds will not be given for human error.
Change of address
If you change address, you must update your details on your RingGo account. If you have moved to a new CPZ you will need to apply for a new Resident Visitor Permit using your new address so that you can purchase parking sessions for your new CPZ.
You will be required to provide proof of address as set out above.
Match day/Event days
The match day tariff applies to parking sessions during extended match/event day restrictions. These will need to be purchased separately from any parking time you need during standard hours of restriction. For example, you can purchase one parking session up until the end of standard hours of restriction and a separate parking session to start when the match/event day controls begin.
Conditions
Islington Council reserves the right to withhold or withdraw a resident visitor permit if the permit holder:
- doesn't comply with these terms and conditions
- doesn't update information needed for the visitor permit, such as a change of address
- verbally or physically threatens or attacks any Civil Enforcement Officer or any other authorised Islington Council employee
- has three or more outstanding/unpaid PCNs within Islington. We define an outstanding PCN as a PCN that has progressed beyond the point where representations can be considered.
- parks a vehicle larger than allowed.
- parks a vehicle without valid road tax or MOT (if required).
Resident visitor permit parking sessions cannot be purchased for resale to third parties. Any parking session that is resold will not be valid. We will take enforcement
action against any vehicle where it is believed that visitor sessions have been resold.
Data protection
The London Borough of Islington is under a duty to protect the public funds under its administration and may therefore use information you have provided for the purpose of the prevention or detection of fraud. Islington Council may also disclose any such information to appropriate agencies for this purpose.
